I consider that the Marine Surveyors in the
Harbour Department, whose qualifications and responsibilit- -ies are very similar to those of the Engineers in the
Public Works Department, should be given rates in line with those which were approved for the Engineers in your
386981 despatches No.252 of the 23rd August, 1921, and No.52 of
3857%, the 7th February, 1922; as follows:-
Marine Surveyor, Present salary £700-£20-£850 £725-£25-£950

I recommend also that Mr. G. W. Coysh, Deputy Shipping Master, Harbour Department, should be advanced from the scale £350-£10-£450, to the scale £400-£20-£480, in order to bring him into line with the Senior European subordinate officers in the Public Works Department, Imports and Exports Department, and Sanitary
Department.

I desire also to recommend that the salary of Mr. R. Baker, Engineer of Way and Works, Kowloon-Canton Railway, should be raised from the existing scale of 2700-£25-2850 to that of £750-£25-£950 in order to place him on a level with the Senior Engineers of the Public Works Department who are officers of similar qualifications. Mr. Baker's work deserves recognition.
10.
I recommend further the creation in the Sanitary Department of a third post of Senior Inspector,
with with salary £400-£20-£480. The Sanitary Department, thirty-five subordinate officers has at present only two senior posts; whereas the Imports and Exports Department has two senior posts out of a total of eleven; and the Public Works Department out of a total of thirty-sight posts
